Statement delivered by Minister George Pullicino on the adoption of Malta’s proposal contained in item 6 to the Agenda of the 15th Session of the Conference of the Parties to the UNFCCC: “Consideration of a proposal by Malta for an amendment to Annex I of the Convention”

I wish to thank the Conference of the Parties for adopting the decision to include Malta in Annex I of the United Nations Framework Convention on Climate Change, and look forward to this inclusion coming into force after due process. This inclusion ensures that our formal status under the Convention corresponds to the action to which we are already committed as a Member State of the European Union.

Malta has a steady and consistent record of active involvement in climate change issues. We spearheaded action at the United Nations General Assembly which led to the signing of the Framework Convention in Rio in 1992. In the early years, as an active member of the Alliance of Small Island States, we were involved in the endeavour to generate growing awareness and to promote effective action on the question. In recent years, as a member of the European Union, we have been undertaking detailed national commitments aimed towards both mitigation and adaptation.

As an Annex I party Malta will maintain the perspective of a Small Island State on the question of Climate Change. As a Member State of the European Union we will continue to be actively involved in promoting focus and attention to the question. Within the limits of our capacity and resources, we will play our part in the long-term cooperative action that is indispensible to meet the challenges that Climate Change poses to humanity.
